"It makes it very difficult for me to tell a Colombian peasant that he has to go to jail if he grows marijuana in his farm and at the same time you can buy marijuana because it's legal in Colorado and Washington. Those contradictions are the ones that we have to discuss as a mature world."

President Santos goes on to tell Manuel Rueda of Fusion that Columbia is not going to legalize on its own, it will have to be a consensus effort by the world community.


I assume they're still getting incentive money from the US government.
